The Irish Times understands that while there will be no “hard line” on the matter, the decision to ban the Irish Rugby Union will have a “significant impact” on future internationals, particularly in England.
The decision, which was taken by the board of IRFU, has been criticised by some players as a missed opportunity.
The decision was made with the view to ensure that a full international series is still possible, but a ban is being viewed as “too drastic”.
“There will be a lot of pressure from players, from fans, from media, from the media,” said the source.
“The reality is that there is a lot that can be done to bring in a full series, especially given that the game is in such good hands and there is such a great fan base in Ireland.”
But there is also a strong view that this is a missed chance.
